Bluett Award 2002
In 2002 the NSW Shires Conference announced that Tumut Shire Council had won the prestigious Bluett Award as the member of the Shires Association that had made the most relative progress over the 200/01 year. This is the first time that Tumut Shire has won this award and it is a great milestone in the history of the Shire. Independent Service Provider (Snowy Works & Services)
Snowy Works and Services (the Works Unit) is the Business Arm of Tumut Council and is widely recognised in the Tumut area as a medium sized Civil Contracting business. The Unit provides services to Council and other customers in a range of areas of construction and maintenance. The project commenced at the beginning of the Financial Year 2002/03 following a lengthy investigation and consultation stage with stakeholders (Councillors, Staff and Community). Snowy Works and Services was given a two year trial period to rate effectiveness in achieving objectives set by Council. The results from the trial period are much better than expected with all objectives being significantly met or exceeded.
The formation of Snowy Works and Services has utilised management methods to develop a business structure that is flexible, transferable and applicable across Council Structures within NSW and Australia wide, and achieved results that would unlikely have otherwise been possible under a traditional Council structure
All relationships between SnowyWS and its clients are by way of contract, and all works are carried out under SnowyWS’ Integrated Management System (IMS). The IMS was totally developed in-house and has achieved widespread appraisal and made it possible for achievements such as R5 Classification with the RTA, the only Council in NSW to achieve this level of accreditation.
Several Councils have also visited Tumut to observe the operation of the IMS and have used it as a basis to implement their own system. Presentations have also been made at several forums within the RTA on “Tumut’s experience”.
Prequalification to R5 serves as an independent vote of confidence in Snowy Works and Services’ capabilities not only in road construction, but more generally in quality assurance, environmental management and occupational health, safety and rehabilitation management (the system is applied across all Snowy Works and Services operations). It also functions as a benchmark to assess our relative competency against other contractors in the road construction industry across the state.
The Snowy Works and Services example is currently Best Practice in Management.
