Why do we report this indicator?

Emergency services, such as ambulance, fire and police services, are established to protect the community from a range of hazards. The level of service provision is a response by society to people's need to feel and to be safe. Refuge accommodation, whether it be temporary accommodation for the homeless, victims of violence, or other groups, also plays an important role in providing some members of the community somewhere they can feel safe.

Emergency services should be adequate in terms of accessibility and response times to emergencies. Refuge accommodation can be considered to be adequate when anyone in need is able to access accommodation, thus it is expected that average occupancy rates would always be less than 100%.
