Description: What does 'safety' measure?
Which data are collected?
- perceptions of community safety
- property and personal crime rates by victim numbers and arrests/apprehension/resolution
- number of building fires (dwellings, commercial, industrial), including number of suspected and confirmed arson cases
- rate of road accidents, including fatalities and hospitalisations per '000 vehicles registered
Why do we report this indicator?
Community safety is as much a function of the degree to which community members feel safe, as the actual rates of crimes, accidents and building fires. Crime, accident and fire rates indicate one source of pressure on our quality of life, as they can adversely affect the state of our social, economic and aesthetic environment. High crime rates have resulted in avoidance of public spaces by individuals who perceive themselves to be at risk.
Socio-economic factors, such as income, health and employment status, are important determinants of crime. Features of urban design, such as provision of adequate lighting in public spaces, housing density and the location of residential and commercial uses impact on where crimes are likely to be committed.
Building and urban planning and design also influence the incidence of building fires and traffic accidents. Traffic accidents, for example, reflect the impact of speeding traffic on people - good urban design can contribute towards minimising the problem of speed through residential areas. However, both fire and accident rates are just as much a feature of community perceptions and behaviour.
